The Care Quality Commission’s (CQC) 2023/24 Annual Report is out — and it has a strong message for adult social care:

CQC's new approach to assessment:


The new assessment framework will apply to providers, local authorities and integrated care systems.

The ratings and 5 key questions will stay central to their approach. They will continue to use:

  • 5 key questions (safe, effective, caring, responsive and well-led)
  • 4-point ratings scale (outstanding, good, requires improvement and inadequate).


With the new assessment framework CQC can be more agile and responsive.

The way they will engage with the services they assess will evolve as they roll out their new approach.



The roll out of the new Single Assessment Framework begins on 5th December in Sussex.
